You can feed under/over odds to Stake Wizard likewise fixed odds:

1. Double click on the odds cell, or
2. Use menu item Odds -> Feed to StakeWiz

except that Bwin odds are not available for automatic feeding.
So the column Line should be filled in manually.

First reason is that number of betting rounds (R95) exeeds 10000. It is possible when the Line odds are just slightly greater than Fair odds, e.g. Line = 2.05 while Fair = 2.00.

Another reason is that minimum stake (Min Stk) is too high. Try to set Min Stk to lower value (or zero), and then run again.

That's right, in most cases it appears that Line < Fair. Otherwise sportsbooks would have no profit. Line > Fair are the cases profitable for the bettor.

At the same time, simple condition Line > Fair does not mean that you will win the bet in each particular event. It is possible in the long run. How long?

Calculation in Stake Wizard tool gives an idea of that in the value of R95 - reliable number of betting rounds, or Rave - average number of betting rounds.
