I think I founded a bug

TASK: to get a league export data with scored goals.

The last screenshot shows that there is no data on goals scored in xml file

It is not a bug. "Scored goals" is an odds view that can be displayed either using menu Odds > Scored goals, or by functional key F6. It does not mean final results. The latter are not exported from the program due to legal limitations. So your XLS shows correct data which pertain to "Scored goals": G1, <, >, G2, <, >, 1, 2, 3, 4, 5, 0..1, 2+, 1..2, 0..2, 3+, 2..3, 1..3, 0..3, 4+. Exact meaning of all these columns is well described in the manual which is available now in 15 languages: http://www.newhavensoft.net/dload.htm. In particular, two columns 0..2 and 3+ mean 2.5 UNDER/OVER odds.
