Is it necessary to have the bets listed by the Stake Wizard include the cents? Why not have 69 — for example — rather than 69.18?

This comes from floating numbers arithmetics that Stake Wizard calculations are based upon. When you truncate or round optimal bets to integer values, the loss in "optimality" is comparable to the ratio |value-rounded value|/value*100%, and in your case can be neglected.
